Aquatic mobs not spawning/showing up

I was exploring various water biomes (rivers, lukewarm oceans, warm oceans) but was unable to find any squid or fish. I ran a command that gave three squid and three cods the glowing effect, but I was still unable to find them. I did find turtles.
