All existing villagers spawn in as (I think) green hooded village generals, with only 1 exception, and are unable to trade

I was observing the new changes in the Minecraft 1.14 update whist playing in my survival world and I was excited to see all the new villager types, I hopped in a boat and made my way to the nearest village only to discover that all the villagers that I encountered had green hoods and weren't able to trade with them, as every time I attempted to they would just shake their heads
