Server host latency on more than capable system

WHen hosting a server in 1.14 the game has incredible latecny on any and all actions I try to perform. If I'm on the server myself. I've dedicated upto 4 gigs of ram to it but there is no noticeable difference between any amount of ram. The problem seems to be worst for me and less noticeable for my friends. The green bar showing is very low meaning it's likely a connection issue, however the server is showing 2ms in the server browser and my internet is more than capable of supporting the server. It's only after I've joined the server that roughly 90% of the playtime suffers incredible latency. Like mentioned earlier I tried upping the ram without any results and I also changed the ports the server was allocated to but that proved to be fruitless as well. I've tried quite a few steps amongst re-installing minecraft, restarting etc.. etc.. but nothing appears to be working. Hopefully this description of the problem and my playenviroment might help resolve the issue.
