bell doesent create a block update(even tho it is) that can be registered by an observer

What I expected to happen was...:
for the observer to detect a block update from the bell and create an output even tho observers work but the bell doesent block update

What actually happened was...:
i clicked on the bell and the observer didnt detect the update even tho as said observers work

Steps to Reproduce:
1. put a bell down
2. put a observer with the face facing the bell
3. click on the bell
