Redstone torches do not activate blocks when placed on the side of them

In previous versions, it was possible to place a redstone torch on the side of a block, have that torch produce a redstone signal through that block, and then activate a redstone powered device underneath or on the side of the block the torch was placed on. This appears to no longer be possible and is problematic for many redstone related builds, such as redstone key doors.
