inventory will not exit after clicking inventory button twice

when joining my world after updating to 1.14 I checked my inventory to make sure everything was there. at the time of looking everything seemed fine until I tried to exit. (reference, my inv key is tab) I clicked tab again to exit my inventory and it does not let me out unless I hit escape.just wondering if this is a bug or an intended feature for the tab button.
