Cartography Table not craftable

Hey Minecraft Team,
Direct after the release from Minecraft Version 1.14 I've updated my World from 1.13. Now I must observe, that the cartography table is not craftable, also in new worlds. I tried the official crafting recipe from the wiki and other but it don't works. frustrating.
