Village Farm not level

What I expected to happen was...:
The village farm should have generated like in earlier versions on a raised plateau.
 
What actually happened was...:
Instead, it didn't create a plateau causing the farm to generate cliff-side and let water sources either flow or just stick with its sides exposed. It also creates a weird aesthetic.  
 
Steps to Reproduce:
1. Generate seed: 6452443486587724318
2. Teleport to -260/98/-1447
3. Notice the weird farm generation.
