rendering issues with superflat stained glass

What I expected to happen was...:
the four chunks would load when I went over them

What actually happened was...:
four chunks didn't load until I reloaded recourse packs(which is now working perfectly, well done!)

Steps to Reproduce:
1. I created a new superflat world with one layer of glowstone and five of purple stained glass. I will attach the world below if you want to see if there is anything else as I do have end gateways in the overworld. the world was upgraded from 1.13.2 today though.(sorry if you have to clean up the attachment a bit)
