Command Block /tp to coords gets stuck in landing block

When I use a command block to /tp to a coordinate we get stuck in the landing block chosen.

For now if I place a block of water I can get out of it, but any solid block you get stuck in. Setting it 1 to 3 blocks higher doesn't help either.
