When you update, villagers can't be interacted with.

If you update from 1.13.2 to the latest pre-release, villagers can not be interacted with. Only Nitwits change their skin and the others don't. When you left click on them, they do the head bobbing animation and walk away. I am not sure if this happens with unloaded villages.
