Can't change name on items in anvil

I can't change names in anvil on any type of items.

What I expected to happen was...:
I was supposed to change the name of a banner in an anvil, but it did not work. I tried to change name on other items too in an anvil, but that did not work ether.

What actually happened was...:
It would not come up as an option at all to change the name of the item in the anvil.

Steps to Reproduce:
1. Put one item in the anvil
2. Try to change name of the item
