Fill command not working properly

using the fill command to fill in multiple blocks is not working correctly. the command fills the complete opposite of the 2 location points in a diagonal. i build a wall and use the fill command to place a wood floor within the boundries of the wall and instead the fill command places all the blocks outside of the wall going backwards away from the first position.
