Breaking an empty shulker box in Creative mode causes it to drop itself

In 1.13.2 and previous versions, only shulker boxes containing items would drop when broken by hand in Creative mode; empty shulker boxes wouldn't drop anything. Since 1.14-pre2, breaking empty shulker boxes in Creative cause them to drop as well. This is likely caused by the fix of MC-137581.
