Owner tag not differentiating between Players

Attempting command: 

/summon item ~0 ~1 ~0 {Owner:"Fordy436",Item:{id:"minecraft:diamond",Count:1b}}

Other players can still pick up the item, even though I have set the Owner of the diamond.
