Cannot move items in top right corner of inventory

If you were to click the items in the two top right-hand inventory slots nothing would happen. You cannot move them unless you drop them and pick the items back up. While it only happens occasionally, it is still quite annoying. I would appreciate if Mojang could fix this before the full release since it could become very problematic in some cases.
