Swimming players only move their arms depending on horizontal movement

When a player swims around, they won't move their arms accordingly when moving down or up, which most often happens when the player is sneak swimming. To reproduce, start sprinting underwater, hold sneak, then stop moving forward. No matter where you face, as long as you only move on the Y axis, you will never move your arms.
