Movement speed while mining in "swim mode" in a 1x1 tunnel reduced to crawl

Hoping this is a bug and not a feature, even though it kinda makes sense, but movement speed while in "swim mode" outside of water (such as mining in a 1x1 tunnel) has been reduced to about the speed of walking while sneaking.
