Broken Fishing rod Enchants

I enchanted my fishing rod with lure 3 and luck of the sea 3. I went to go fishing and the enchants weren't taking effect. I wasn't getting any more treasure loot and I wasn't getting catches more commonly. I tried with the lower level enchantments but even they didn't work.
