Dummy Scoreboards Gone?

Im not sure if its a bug or being replaced, but i am no longer able to make dummy scoreboards, and all my previous dummy scoreboards from prior versions are deleted.
the command '/scoreboard objective add TEST dummy' is now an invalid command and provides the error 'Unknown Criteria'.
