Composter can be used to burrow

When I close the trapdoor in the composter(or cauldron), I burrow down 1 block.

What I expected to happen was...:
I thought player would stop in place. Just like the 1.13.2 did.

What actually happened was...:
I burrowed down 1 block.

Steps to Reproduce:
1. Place the composter
2. Place the trapdoor on the composter
3. Go into the composter

4. Close the trapdoor
