Pillagers not spawning - patrols or raids

Started world in 19w14b, in survival on normal difficultly.  Traveled ~1500 blocks to find a spruce village, bordered by ocean on one side and taiga on other sides.

The village had several villagers and beds, and terrain was relatively "normal" - no place for illagers to get lost or spawn in a weird place (I have looked extensively).  There are no nearby outposts.  Played for ~25 in game days over a few startups and shutdowns, occasionally sleeping through the night.  All other appropriate mobs DO spawn, hostile and otherwise.  

 

A different world I played in the same versions started out almost exactly the same, but patrols started within a week.
