generic.follow_range attribute not working correctly for certain mobs

When you previously put the attribute "followRange" to 0, no mob would target anything anymore. Now, they cannot move, but will still (try to) attack you. Phantoms strike down, evokers raise their hands, and worst of all: creepers simply explode. None of this happened in 1.13.

 

Reproduction:

  1. */summon creeper ~ ~ ~ {Attributes:[ {Name:"generic.follow_range",Base:0}

    ]}*

  2. Go in Survival/Adventure Mode
  3. The creeper will explode if you stand next to it.
