Using Flint&Steel in an unusable place causes it to still "light up" the area

I have tried it in both Creative and Survival. It does not appear to impact the daylight sensor. If a creature is standing directly in the space where the fire WOULD be, they are momentarily lit on fire. It does not appear to impact health.
