Hotbar regularly bugs out item

When I scrollwheel the hotbar occasionally (1 in 5 switches) changes the item to whatever I started on (eg, apple in slot 3, scroll to slot 7 and then the item in there is an apple) until I drop the item on the ground and pick it back up.
