Villagers won't change professions

Whenever I destroy a villager's workstation, they're supposed to lose their job and search for a new workstation. Currently, they do not do this:

+How to reproduce:
+Step 1: Summon a villager

Step 2: Place down any workstation (in my testing, I used a composter because it's in the same tab as a Villager spawn egg)

Step 3: Wait for it to become a farmer. After this, break the workstation.

Step 4: Place down a workstation other than the first one you placed. (in my testing, I used a Lectern)

Step 5: Watch the villager not turn into a Librarian. (or whatever workstation you placed)
