Only one person can join a server at a time

What I expected to happen was...:
My friends can join me on my server, they were able to join before 19w13a came out. now only I can join my server, they keep getting kicked

What actually happened was...:
They keep getting kicked off the server

download the server and go into a world and let someone else join that server.
