Villager will swim very fast up to the surface rather than slow

The bug

(I'm in Creative mode to show this)
When spawn a mob underneath the ocean, they will slowly swim up to the surface. When it comes to villagers, they apperantly will swim very fast up in the surface. It's like sky rocketing to the moon!
