Guardians not spawning

Guardians are not spawning in ocean monuments both in a world from an earlier snapshot or in a newly generated one. Switching back to an older snapshot has them work fine again.

You can see the elder guardian poking through the wall in the attached image but no regular ones spawned inside or out.
