Fish no longer spawning

Fish are no longer spawning in rivers or oceans.  Appears to affect Cod, Salmon, Tropical Fish, and puffer fish. Dolphin, squid, and turtles are spawning normally.  I have tested in multiple worlds after noticing the fish missing on my test server.
