Using a boat on packed ice suffocates the player

I was traversing the ocean, and I came across a frozen ocean, so I got out and placed my boat down on the ice to get to the other side. When I got in the boat, the screen went black and I started suffocating because the game thought I was inside of the ice block. I was able to get out of the boat. The packed ice was on top of a water source block. I put both versions because I can't remember which one it was
