0 Fish spawning issue

When I make a world in 1.13.2 there is 100's of fish/ tropical fish but when I make a world(with the same seed) on any of the snapshots(currently using latest snapshot 19w13b) there will be 0 fish spawns, no salmon, no cod, no guardians(only the 1-3 elder guardians) and no tropical fish. Please fix
