Can't scroll in Controls

I'm using a laptop so I wanted to scroll down by clicking at the bar and dragging it down.
Nothing happens. In Languages, there's also a scrolling bar, but this one works fine, so it's not the fault of my computer. Put the summary of the bug you're having here

What I expected to happen was...:
The screen would scroll down allowing me to change the controls which are at the bottom.

What actually happened was...:
The game didn't react when I was trying to drag the scrolling bar down.

Steps to Reproduce:
1. Open the snapshot 19w13b
2. Open options
3. Open Controls
4. Try to scroll down by dragging the bar
