No chests in structures

I created a new world in Minecraft version 1.13.2 (normal world, survival mode, cheats on, random seed) and I have found no chests spawning in structures. So far I have searched the whole village near spawn and part of an abandoned mineshaft and there have been zero chests spawning in either.
