Cannot (de-)select or reorder data and resource packs using the keyboard only

The bug

You cannot (de-)select or reorder data and resource packs on the respective screens ("Create New World", "Options") using the keyboard. The entries can receive focus (see also MC-147837), but you cannot interact with them.

Expected would be that similar to the Multiplayer server list, pressing Shift + up/down arrow keys would allow reordering the entries and that there was a way to (de-)select them (i.e. move to "Selected" or "Available").

To reproduce

1. Open the resource packs menu
2. Press Tab to focus a resource pack
3. Try to press any keys to move that resource pack to the "Selected" or "Available" ones
   You cannot move the resource pack
