Teleporting to another player doesn't work across dimensions.

Steps to reproduce
1. Get 2 players on a server, put both of them in separate dimensions.
2. Have 1 player type in /tp (Player 2) or type in /tp (Player 1) (Player 2)

For some reason, if a player wants to teleport other players to them it works E.X.
/tp @a (Player 1)
