fake pillager outpoat

i was in my survival world and i saw 2 pillager outpost tents but no outpost. it was near a village which is normal but there was no outpost. i went to the same seed only in creative mode and same thing happened. i use /locate and it said that i was a few blocks away but the outpost never generated.
