Villagers not breeding in custom village, even after showing willingness.

Creating a custom village with the bell, villagers will not breed during mingle time, even though they show hearts showing willingness and stand next to each other. 

 

1 bell centered between 6 houses
6 Houses: 5x5 containing a torch and a bed and a compost bin and door
2 farming villagers spawned with egg

2 7x6 potato farms

 

Villagers follow the new 1.14 villager cycle of work/sleep/work/mingle. Villagers have been given excess potato/Bread and traded with and during their mingle time have walked up to each other and shown hearts, however they don't produce an offspring.
