Farmer villagers stumble between farming and using their composters

The bug

Farmer villagers can't seem to decide whether they want to harvest/replant crops or use their composters, constantly running between the two and often leaving the crops incomplete.

How to reproduce

1. Plant some crops, bone-meal them, and place a composter (alternatively, find a village with a farm)
2. Spawn a villager and make sure it becomes a farmer
3. Watch it work. It should stutter between the crops and the composter
