Placing blocks next to a bell removes that block without placing it

When right-clicking on a bell with a block in the selected hotbar slot, in such a way that the bell rings (standing bell sides are uneffected), removes the item from the inventory. Updating the inventory slot returns the removed items to the player.

My best guess is that it is caused by either the bell animation, or some weird interaction between the use item and place block functions of right-clicking.
