Beacon UI is nonresponsive and doesn't allow you to change the beacon effect

After attempting to change the beacon effect on my single player world, the UI inside the beacon was unresponsive. I tried with all 4 accepted ingredients, verified the shape of my beacon, built a beacon in a creative world, and tried breaking and replacing the block. Tested in world originally generated in 1.13.2, and a fresh world. Additionally, I attempted to use the new accessibility features by pressing tab, which would highlight the options, but didn't allow me to select.
