Fish not spawning in oceans after using fish buckets in aquarium

Fish no longer spawn in the ocean when other fish are in an aquarium built by the player. This is a repeat of the 1.13 fish spawning issue I believe, which was later fixed but is here again in the latest snapshot (19w11b).
