Cannot access scrollable button menus (such as video settings) using the keyboard only

The bug

You cannot access scrollable button menus, such as the settings inside of the video settings menu, or the keybindings inside of the controls menu.

To reproduce

1. Open the Video settings menu
2. Press Tab, this highlights the Done button
3. Press Tab again
4. The Done button stays highlighted

Alternative method

1. Open the Controls menu
2. Press Tab repeatedly
3. You cannot select the buttons that actually configure the key bindings
