Cannot eat crops when in placing distance

Whilst holding crop I cannot eat carrot/potato whilst aiming at blocks close by, I must change targeting aim to look into distance so am not in range for block placement.

To re-create

1. Have space on food bar
2. Hold carrot/potato in main hand, empty off-hand
3. Aim at any near-by block
4. Attempt to eat crop
