Villagers don't breed in 19w11a/19w11b

Villagers are not breeding. They share food and give hearts when gathering at the meeting point, but no babies. I have added beds and work sites, I have added doors, I have added golem. I can't figure out what else to try. Please provide some info to the community on how breeding works now.
