Comparators act differently depending on where it is placed in the world

I was making a pulser using comparator and came across this.

Four circuits are exactly the same yet only the yellow and green circuit emits a pulse. The blue and red circuit does nothing. It seems that comparator changes its behavior based on its coordinate.
