Pillager Outposts don't generate

Steps to reproduce:

1. Create a world with cheats enabled;
2. Type in chat /locate Pillager_Outpost;
3. Teleport there.

Expected results:
Pillager Outpost generates there

Observed results:
There is no outpost, it's just a bunch of Pillagers. Sometimes the secondary structures (like the cage, logs or scarecrows) generate normally, but without being attached to anything.
