Cartography table doesn't expand map in correct direction

See attached screenshots. When expanding ("zooming out") a map using the cartography table, the preview gives the impression that the map will be expanded out in all directions (left, right, top, bottom). But when the resulting map is made and viewed, the map has only been expanded to the top and right (with the explored region still in the bottom left of the new map).
