Fishing rod line switches to item in offhand after switching to another hotbar item

When holding a fishing rod and in item that is not a fishing rod in the offhand, upon switching to another hotbar item, for one tick the fishing rod line goes to the offhand item then disappears. I can recreate it every attempt.
