Pillager Outpost didnt generate main structure

Used locate command to travel to an outpost, but the main structure didn't generate. outlying structures did, however, and pillagers still spawn. teleported while in spectator mode

recreated world and tried teleporting in creative and survival mode, still does not generate.
recreated world and tried teleporting 300 blocks away in x&z coords and flying to the location. Still does not generate

Tried with a different seed, still no outpost generated.
